Do you have a TS Licensing Server installed and activated? Do you have enough available TS CALs on the Licensing Server? I don't think that the Partner software comes with any TS CALs. If that is the case, then completely uninstall Terminal Services (TS implies Application mode, which needs additional licenses). I have the exact same issue on several 2008 Servers. It seems that 08 TS Licensing acts differently than 2003 TS. I have one site that has 20 TS Device CALs. They have 14 devices that they connect, but we also do remote support through the warehouse and any of several support techs may need to log into this server as administrator. Currently all of the temp licenses are used up by support tech computers, some of which have been issued permanent CALs, even though they are logging in as administrators.
